What your Local Government Chairman actually controls
Common misconception
Many people don't know what their LGA Chairman does, so they hold them accountable for nothing—or everything.
How it actually works
Under the Fourth Schedule of the 1999 Constitution, your LGA Chairman is responsible for: primary education (including teacher recruitment), primary health centers (PHCs), markets and motor parks, local roads and drains, streetlights, waste disposal, cemeteries, slaughterhouses, and registration of births, deaths, and marriages. They also collect local rates and levies. They do NOT control police, state hospitals, secondary schools, or federal roads.
Why it affects everyday life
When your primary school has no teachers, your LGA Chairman failed—not the Governor. When your market is dirty, your Chairman is responsible. When people blame the wrong leader, the real one escapes accountability. Knowing what your Chairman controls helps you vote locally and complain effectively.
Key Takeaway
Your LGA Chairman controls your primary school, local roads, market, health center, and waste. Not police. Not state hospitals.
